At the recently closed 24th China-ASEAN Summit, Premier Li Keqiang once again proposed to carry out the "China-ASEAN Clean Energy Capacity Building Programme" and jointly build the platform for clean energy cooperation and further transfer of new energy technologies. This shows China's persistent effort to promote regional cooperation in the energy sector and the solid support for development of clean energy in ASEAN.
During the China-ASEAN Summit, the China-ASEAN Clean Energy Capacity Building Programme - 2021 Exchange Project kicked off on October 25. XIANG Haiping, General Engineer of the National Energy Administration, and LI An, Minister-Counselor of the Mission of China to ASEAN, delivered opening speeches. Christopher G. ZAMORA, Senior manager of APAEC department of ASEAN Centre for Energy (ACE), and GU Hongbin, Deputy Director General of China Renewable Energy Engineering Institute (CREEI), spoke on behalf of the organizers. WEI Xiaowei, Deputy Director General of International Cooperation Department, and WANG Dapeng, Deputy Director General of New and Renewable Energy Department, of National Energy Administration (NEA), attended the event. Leaders and experts, such as CHEN Yongsheng, Director of General Affairs Division of New and Renewable Energy Department of NEA, made the keynote speeches.
According to XIANG Haiping, General Engineer of NEA, China proposed China-ASEAN clean energy capacity building programme in 2016 and received extensive support and wide participation from ASEAN member states. The programme has laid solid foundation for strengthening China-ASEAN clean energy cooperation. Supported by the "Belt and Road Initiative", the renewable energy cooperation between China and ASEAN has been continuously deepening. The industry and supply chain have become increasingly interconnected. ASEAN has become China’s biggest partner in international renewable energy cooperation. China is willing to share the experience and achievements of energy development and transition with ASEAN member states, especially supported by the platform of China-ASEAN Clean Energy Capacity Building Programme. We aim to implement broader, higher-level and deeper regional energy cooperation, as well as achieve win-win cooperation for joint and complementary development among the countries.
LI An, Minister-Counselor of the mission of China to ASEAN, pointed out that this year marks the 30th anniversary of the establishment of China ASEAN dialogue relations. Over the past 30 years, both sides have seized the opportunity, focused on the development, found a path of development under good neighborhood and friendship, and forged ahead in partnership. It has set a remarkable example of building a "community of shared future" between China and the neighboring countries. China and ASEAN have become each other's largest trading partners, most dynamic cooperative partners and most significant strategic partners. At present, under the mechanisms of ASEAN+1, ASEAN+3 and East Asia Summit, China and ASEAN have actively conducted dialogues, forums and exchange activities on clean energy, jointly carried out the industry research, released high-quality research reports, and achieved good results. Under the joint efforts of international community in response to the climate change, we hope that the two sides will continue to strengthen the exchange on clean energy policies, technologies and management experience, expand cooperation on green and low-carbon development, and jointly contribute to the goals of carbon peak and carbon neutrality.
This year the theme of the exchange project is "high proportion of renewable energy contributes to sustainable future-realizing the large-scale development of wind power and Solar PV". Discussions are made on three themes: the implementation path of high proportion of renewable energy, multi-scenario applications of wind power and low-speed wind power development, and high proportion of Solar PV to promote regional economic prosperity. The event was carried out online and offline simultaneously using interactive methods. There were keynote speeches, round table discussions and special seminars. The discussion included the interpretation of development at a macro level and the policies for regional clean energy development, as well as the latest developments of the filed projects and technology R&D.
The capacity building programme is guided by NEA, organized by CREEI and ACE, co-organized by PowerChina Zhongnan Engineering Corporation Limited and CREIA. The programme received strong support from China-ASEAN Fund. Leaders and experts from the Energy Administration of Hunan Province, PowerChina International Group Limited, PowerChina Zhongnan Engineering Corporation Limited, CREIA, and the energy authorities of ASEAN member states attended and spoke at the opening ceremony.
According to the statistics, the event was attended by more than 1,000 people from more than 300 independent network access points.
ASEAN is one of the most dynamic regions in the global economy, with strong energy demand. In response to the climate change and in pursuit of carbon neutrality, ASEAN member states have accelerated their energy transition. On the basis of the target to expand the share of renewable energy to 23% in the primary energy supply by 2025, ASEAN further set the target further to increase the installed capacity of renewable energy power generation to 35% in November 2020. Despite the impact of the pandemic, ASEAN member state have been actively accelerating energy transition. More than 80% of the 22 GW of the newly installed power capacity in 2020 were renewable energy. ASEAN member state will continue to accelerate the deployment of renewable energy in ASEAN in the future. At the ASEAN Energy Ministers’ Meeting that was closed in September this year, ASEAN member states reached a consensus on the development and deployment of innovative renewable energy and the improvement of renewable energy technology. The realization of these goals requires stronger exchanges and more dialogues with international partners including China. China-ASEAN Clean Energy Capacity Building Programme provides a high-end dialogue platform for the industry exchanges on new energy technology between ASEAN member states and China.
The China-ASEAN Clean Energy Capacity Building Programme is a flagship project of regional cooperation under the China-ASEAN mechanism. It was initiated by China and is guided by NEA and organized by CREEI. It is also the only clean energy project in the China-ASEAN Strategic Partnership Vision 2030 signed by Premier Li Keqiang. ASEAN has given high praises to the achievements of the capacity building programme and included it into the annual Ministerial Declaration of ASEAN + 3 Energy Ministers Meeting for many times.
