On March 14, 2018, the Laos Electrical Power Planning Research, initiated by the National Energy Administration of China (NEA), and undertaken and formulated by the Electric Power Planning & Engineering Institute, was successfully accepted by the Ministry of Energy and Mines of Laos (MEM). It was the first time for the Chinese Government to assist a country along the Belt and Road in preparation of its national electricity power planning, which has been highly praised by the Laos Government and is of great significance.
In March 2017, the NEA and the MEM signed the MOM to agree upon the establishment of an energy cooperation working group between two countries, and China shall assist Laos in conducting its power planning.
The Laos Electrical Power Planning Research gives an overall picture of the development of energy and power industry in Laos, analyzes the future growth of power market in Laos and the intention of power exports to neighboring countries, presents the short-, medium-long-term plans of power plants and power grid construction in Laos as well as interconnection with the neighboring countries, and proposes the list of major projects, construction schedules and relevant guarantee measures, in order to achieve the development goals of making Laos’ power grid more stable and building it into the “Battery of Southeast Asia”.
