The Sahiwal 2×660MW Coal-fired Power Project, which was engineered by Shandong Electric Power Engineering Consulting Institute Corp. Ltd. (SDEPCI) of SPIC and co-invested by Huaneng Shandong Power Generation Co., Ltd. and Shandong Ruyi Technology Group, won the Golden Award for Engineering issued by the Ministry of Energy of Pakistan on March 1, 2018.
This is the first golden award issued for project engineering since the founding of Pakistan. It represents the highest honor in Pakistan electric power industry granted to recognize the commissioned power projects which show outstanding performance in technical advancement, economic efficiency, environmental protection, design innovation, new technology application, design method advancement and design quality.
The award demonstrated that the design capabilities of SDEPCI and the Sahiwal project were highly recognized by the Government of Pakistan. Since the detailed design stage began in July 2015, SDEPCI completed all the design work in 9 months, contributing to shortening the construction period to 22 months and 8 days which was noted for “Sahiwal Speed” as a new record in similar units overseas.
As the first large-scale energy project under China-Pakistan Economic Corridor, Sahiwal project is an environmental-friendly power project featured with the largest unit capacity, most advanced technology, highest efficiency, and most economic operation so far. It has been granted the Golden Award for Engineering and First Prize for Exploration issued by the Ministry of Energy of Punjab and the First Prize of Engineering Consultation by Shandong Province.
SDEPCI made series of innovations and optimizations based on the characteristics and difficulties of this project and established 13 patents, 8 proprietary technologies, 12 papers, 42 new technologies, and 55 special reports. Sahiwal project is the first overseas power project that:
Full-arc admission and four-cylinder/four-exhaust turbine is used for the super-critical unit, which delivers the highest generation efficiency and optimal indicators among similar units;
The design concept of nuclear power plant security system is applied to a thermal power project, providing the most powerful security guarantee and setting a good example for other overseas thermal power projects under the Belt and Road Initiative.
The “sponge city” theory is put into practice to build a “sponge power plant” for saving water intake and drainage costs;
The main plant building and power island are integrated in the arrangement to reduce the project investment and construction period significantly;
Integrated water treatment for multiple water systems is arranged to reduce the required land, investment, and O&M personnel;
Based on Pakistan power grid standards, innovations and optimizations are made on step-up substation according to Chinese standards such as LVRT are taken to guarantee stable operation of the power plant, reduce investment, and promote the export of Chinese standards and equipment under the Belt and Road Initiative;
Mechanical ventilation and dust removal systems are provided in the 300m coal unloading trench, which have kept effective operation;
Multiple water sources are provided to meet the demand of the power plant, and the reservoir is also taken as an ecological landscape to provide good environment for power plant personnel while being used for water supplying and sedimentation for quality improvement;
Coal conveying trestle crossing chimney arrangement is adopted to reduce conveying links and save project investment.
Both Chinese and Pakistan cultural elements are embedded in the architectural design to reflect China-Pakistan friendship and modern building design is incorporated to establish new image for Chinese overseas projects.
In addition, SDEPCI made dozens of design optimizations in the general layout, foundation treatment, reservoir anti-seepage, and slag removal system to reduce the land occupation and project costs and increase the competitiveness of power plant.
Mainstream media and industrial media including People’s Daily, CCTV, Reference News, and China Electric Power News have made reports on the commissioning of Sahiwal project.
